I think starting small is the best way to go. Hate crimes don’t just happen; the hatred/dislike/homophobia/aversion festers in the person. If we can stop the negative messages and stereotypes earlier, we can probably affect a few lives. 

That’s for the future however. Currently a good way to reduce discrimination is to be an ally and stop homophobic slurs or stereotypes in a community level and work up to fighting for our rights at a national level.
